Het Clingendael European Studies Programme adviseert overheden en bedrijven over hun omgang met Europa en Europese (beleids-)vraagstukken.
Together with Professor Ilona Kickbusch, Director of the Global Health Programme at the Graduate Institute in Geneva, Clingendael Research Fellow Louise Van Schaik co-authored a paper for the European Office of the World Health Organization (WHO). The paper entitled "Challenges for health governance in Europe: the role of the WHO Regional office for Europe" was considered by the organisation as a think piece meant to stimulate further discussions and debate on health-related governance questions in Europe. The paper is available in English, French, German and Russian and is accompanied by the executive summary from a related informal consultation which took place 13-15 January 2010 in Glion, Switzerland. Both the paper and the meeting facilitated the transition process for the new Regional Director of the European Office of WHO, Ms. Zsuzsanna Jakab. The research and consultation was organized by the Global Health Programme with the support of the Swiss Federal Office of Public Health.

This new Clingendael publication written by Louise van Schaik aims at stimulating further debate on the Dutch and EU contribution to international climate policy. The paper was written for the Netherlands Ministry of Foreign Affairs. It discusses the changing context of international climate policy, the degree of influence the EU can exert in relation towards other players and what instruments it could deploy for doing so. It points to new possibilities for climate diplomacy arising out of the establishment of the European External Action Service and argues that the EU should reformulate its objectives and strategy. In this respect it may also need to consider how to proceed when the current UNFCCC process will not lead to an agreement in South Africa in 2011.

Commissioned by the Dutch Ministry of the Interior and Kingdom Relation, 'Clingendael' has completed a study on the policy to reduce the administrative burdens of EU policies for citizens. The study evaluates the administrative structures and capacities of the EU's multilevel administrative system. The Netherlands has objectives and mechanisms to reduce administrative burdens at the national level. The EU has objectives and systems - particularly the Commission's integrated impact assessment system. However, as this study explains, these two systems do not communicate. The conclusion of the study is that national and EU systems related to burden reduction should be better interconnected. Moreover, it concludes that there are benchmark processes comparing national systems related to national reduction targets but the national reduction systems are not benchmarked against the EU's objectives and systems.

In November 2009, a team of researchers led by the director of the Clingendael Institute Prof. dr. Jaap de Zwaan, finished an evaluation study on the role and influence of the Ministry of Justice and the Department of European and International Affairs (DEIA) in particular, in international decision making processes. The study evaluates the international policy of the ministry of Justice in the last 2,5 years on the basis of ten case studies. The study was issued by the Wetenschappelijk Onderzoek- en Documentatiecentrum (WODC) of the Ministry of Justice and made public on 22 April 2010.

In opdracht van het Ministerie van VROM analyseerden CESP-fellows Mendeltje van Keulen, Mirte van den Berge en Jan Rood de Nederlandse bijdrage aan de nieuwe Europese chemische stoffenwetgeving (REACH). Hoe is de Nederlandse inzet op EU-niveau gerealiseerd? Welke factoren bepaalden het eindresultaat? En in hoeverre is het dossier REACH een succesvolle casus van EU-belangenbehartiging? Deze vragen staan centraal in het onderzoeksrapport 'Stof tot nadenken'.

Voor de Algemene Bestuursdienst (ABD) werd door CESP een onderzoek uitgevoerd naar de vraag hoe het Europese profiel van directeuren binnen de Rijksoverheid kan worden versterkt. Hiervoor werd een benchmarkstudie uitgevoerd naar de ervaringen met Europeanisering in de UK Civil Service.

Voor het Directoraat-Generaal Personenvervoer van het Ministerie van Verkeer en Waterstaat werd CESP onderzoek in opdracht uitgevoerd naar de mogelijkheden voor pro-actieve agenda-setting in de Europese Unie.

Voor het Minsterie van VROM deed CESP onderzoek naar de vraag in hoeverre implementatieproblemen bij Europese richtlijnen in de onderhandelingsfase voorzien en voorkomen kunnen worden.
